EU Regulation No 1223/2009 and Product Safety and Metrology Regulations 2019 lays down the rules for cosmetics in the EU and UK. A cosmetic safety assessment – or CPSR – is a document, prepared and signed by a qualified cosmetic safety assessor, that confirms whether or not a particular product complies with UK and EU cosmetic regulation. All cosmetic products placed on the UK and EU must have a cosmetic safety assessment. It is the first step in the process for any cosmetic business placing a product on the market.
We will assess the safety of your cosmetic product based on the ingredients, among other things, and write an expert report in the form of a Cosmetic Product Safety Report – or CPSR.
You will receive a high quality cosmetic safety assessment report authored by a qualified cosmetics expert in line with the UK and EU cosmetic regulation.

Typically, a Cosmetic Product Safety Report Part A + B takes between 1 – 3 working days while the Cosmetic Product Safety Report Part B Only service takes 5 – 6 working days.
Please note that complex formulations and multiple variants may take longer to process.

The price of the cosmetic safety assessment according to UK & EU regulations is dependent on the number of ingredients in the formulation. The more ingredients the higher the cost of the CPSR as each ingredient needs to be assessed for safety. Our price structure for a cosmetic safety assessment follows:

We offer discounts for variant formulations but before we get on to prices let’s look at what qualifies as a variant.
Variant formulations are formulations that differ in only one or two ingredients and are subject to lower cosmetic safety assessment service fees. To qualify as a true variant the variant formulation must be different in fragrance, perfume or colour only, not other ingredient types. On a case-by-case basis we may accept essential oils as variant ingredients.
If the variant ingredient is not a fragrance, perfume or colour then it is not a true variant and the full CPSR price will apply for your cosmetic safety assessment. Also, if the quantities of the ingredients change then it is not a true variant.
On review of the formulation the assessor shall confirm if your variant formulation qualifies as a true variant and what the price of your cosmetic safety assessment will be.
We offer discounts for variant cosmetic safety assessments. We charge the full fee for the first assessment (£390) and then 50% discount (£195) for one variant; and 70% discount (£117) for two or more variants.

A cosmetic safety assessment – or CPSR – usually takes between 1 to 3 working days depending on the number of ingredients and number of variants. We will confirm the turnaround time at point of order.

If the product is to be used for use on skin or hair then it is likely to be classed as a cosmetic and so a Cosmetic Product Safety Report is required. Cosmetic regulation does not apply to products used on animals e.g. horse hoof moisturizer.
Yes. Melt and pour soaps require a cosmetic safety assessment.
Yes. It doesn’t not matter where you make the product or how small your production facility is. If you place cosmetic products on the market – even just selling to friends and family – you require a cosmetic safety assessment.
